Chief Glenn Moshier says last year the EPD responded to 23 overdose calls and opioid abuse led to 5 deaths. Richmond Death (Tremont) - A former town manager in Tremont, Steuben and Carmel has died. Tom Richmond served as the manager in Carmel until a stroke according to his obituary.
